C.O.P.S. Northeast is the second substation to open in Spokane.
Collaboration between neighborhood residents and then Mayor Sheri
Barnard’s ‘Spokane Project’ resulted in the site being found for our
shop. Al Paulsen gave us the site at 5208 N. Market to rebuild for
our shop.
Mr. and Mrs.
Lowell Rask spearheaded the fundraising and collection of building
materials. Working with Frank Forrest, from the Spokane Building
Trades Council, and Spokane Service Team of ESD 101, and neighborhood
businesses, our shop ‘rose from the ashes’ to open in conjunction with
the Hillyard Festival on August 7, 1993.

We have had
five (5) Neighborhood Resource Officers (NRO) since we
opened. Officer Percy Watkins, our first NRO - 3 ½ years, Officer Larry House - 2 years,
Officer Bonnie Sherar - 6 ½
years,
Officer Dan
Waters - 1 year
and our current NRO,
Kim Thomas.
The Washington
State Department of Corrections put two Community Corrections Officers (CCO’s)
in our shop in early 1995, under their Neighborhood Based Supervision
program. They work with offenders who primarily reside in the
Hillyard area.
Our primary focus
is the safety and education of our neighborhood on safety issues. But,
we also like to have FUN. For a short period of time, we had a
singing group called the ‘Shameless Squad of Police Dept. Cheerleaders.’
We sang at the Hillyard Festival one year, and at a Spokane City Council
Meeting. Oddly enough, we were never invited anywhere else to sing.

Projects
Betty’s Teddies
and Bernadine's Buddies is an ongoing project where we collect new and
slightly used stuffed toys. These toys are then given out to
children in need or crisis and to Holy Family's children's cancer ward
and ER, in addition to other agencies. SPD patrol officers also
carry some of these toys in the patrol cars for children exposed to
trauma. We are always grateful for the generous donations of these
stuffed toys.

C.O.P.S. Northeast would like to thank the ASB students at Gonzaga Prep
that participated in the STUFFED TOY DRIVE for "BETTY'S
TEDDIES" program at our shop.
Francis Chau spearheaded
the drive along with her sister An Chau and their friend Nichole
Lyonnais. Francis and Ann are both volunteers at Holy Family.
Most toys will go to Holy
Family Hospital where Volunteer Coordinator and E.R. Patient Support
Shirley Alexander will distribute them to E.R., Cancer Floor and
Ambulances.
Some toys will go to Law
Enforcement and other agencies where children may be in stress or to
children events. We have cleaned about 350 stuffed toys and are
still counting!

The Volunteers of
C.O.P.S. Northeast
The Super Kid Award is
for an outstanding student from one of our middle or grade schools in
our area. Teachers or one of the faculty members select a student
each month for this award. Tomlinson Black and C.O.P.S. Northeast
volunteers present this award and a monetary gift to the student for the
month at the general meeting each 3rd Thursday of the month.

We have done many
different projects over the years. The Friday Night Open Gym, in
conjunction with Shaw Middle School, ran from 1995 – 2001, providing a
safe place for kids to meet and play basketball. Over 20,000 kids
came through the doors during that time period.
We made sure the kids had plenty of food to eat. We also held
an Easter Egg Hunt from 1994
to 2003.
The Martindale
Project was started by past NRO Bonnie Sherar to help rehabilitate an old
apartment house that had many calls for service. The result was a
nicer place to live, residents who took pride in their homes, and fewer
calls for service for SPD.
We continue to supply
Morayo Park with Christmas toys.
We participated in Ice
Storm to help ensure the safety of people in the neighborhood by
checking each house.
In 1995, all the
substations banded together and did a ‘Paint
Out Graffiti’ project.
